The purpose of the study is to systematize the functions of a technical customer and to determine the duration of the implementation of the stages of pre-design and design preparation of a construction project by a technical customer. The study is based on the analysis of scientific and technical literature, on the method of expert estimates, and on the regression analysis by the least squares method. Time intervals for performing basic functions are determined. The establishment and formalization of the basic functions of a technical customer are presented in the form of a network model. As a result of calculating the network model, an optimal organizational and management model has been developed. The model specifies the sequence of performing the basic functions of a technical customer, reflecting the availability of time reserves and the duration of the implementation of the stages of pre-design and design preparation for construction. The study made it possible to formalize the stages of pre-design and design preparation by the technical customer, to establish boundary time intervals both for performing basic functions and for implementing the preparation of a construction project. The developed optimal model allows the technical customer service to predict the time spent on the implementation of the stages under consideration. At the same time, in order to minimize the duration of performing the basic functions of a technical customer, it is necessary to conduct a study aimed at identifying destructive factors that affect the maximum duration of the function.
