Abstract

The article presents questions of the effectiveness assessing of the organizational and technical system with a large number of heterogeneous criteria. The problem of reducing the dimension of the criteria describing the business system for effective decision making was formalized. The stages of a unified system of indicators describing the problems of assessing the quality of business processes were formed. The stages of problem-orientation methodology in control of regional clusters were presented. Using the cognitive approach a multiple factor theoretical model of the problem was represented. Examples to use problem-oriented methodology in the analysis of the constructed cognitive maps on information redundancy and determining capacity between levels were proposed. lays in case of information transfer minimum.
