Abstract
This article originates from a theoretical reflection on the Happy Child Program linked to the current Ministry of Citizenship and aims to analyze which role of family and State are presented in the mentioned program. To this end, an analysis was carried out on normative and guiding documents, questioning what this program means in a context of setbacks of rights. In this sense, the analyzes indicate that the aforementioned program composes the conservative agenda of the current Federal Government, and implies not only a regression in the conception and execution of social and educational assistance policies, but also the diffusion of a hygienist - disciplinary logic aimed at poor families. Keywords: Public policies for Early Childhood Education. Conservatism. Happy Child Program.
